to upgrade the existing urban structure .

A powerful axis is formed to link Santa Monica City Hall

with S. Monica pier , extending to the water .

Artistic , recreational and commercial activities are formed along the axis , as well a new aquatic museum , and open air theater .

The waste land is transformed to oceanside park , with

S. California native plants , providing walks and views to the ocean .
